About ZIPPER Services – Qualified Trust Service Provider

ZIPPER SERVICES S.R.L. is a qualified trust service provider (QTSP) under Regulation (EU) No 910/2014 (eIDAS), as amended by Regulation (EU) 2024/1183. Our qualified status is granted and supervised by the Romanian supervisory body.Our qualified services are listed in the Romanian national Trusted List, which you can check at any time in the EU Trusted List Browser.

Qualified electronic time stamps. A qualified time stamp proves that data existed at a given moment. It benefits from the legal presumption of the accuracy of the date and time and of the integrity of the data. Our time stamps are synchronised with UTC within ±1 second and carry the qualified time-stamp statement (esi4-qtstStatement-1). They are available through the RFC 3161 protocol over HTTP/HTTPS.

Qualified validation of electronic signatures and seals. The service confirms the validity of electronic signatures and seals following ETSI EN 319 102-1 and ETSI TS 119 172-4. For each signature or seal, it states whether it is a qualified electronic signature or seal, an advanced electronic signature or seal based on a qualified certificate, or neither of these. The result is a validation report in XML format (ETSI TS 119 102-2), sealed by ZIPPER and time-stamped with a qualified time stamp. This report is the authoritative result; a PDF version is available for reading. The service validates XAdES, CAdES, PAdES and ASiC, including the formats recognised by public sector bodies under Implementing Regulation (EU) 2026/248.

Qualified preservation. The service preserves qualified electronic signatures and seals so that their validity can be confirmed beyond the technological validity period, under eIDAS Art. 34. Documents are validated before archiving and kept in sealed, time-stamped containers (ASiC/CAdES-LTA).

ZIPPER uses the EU trust mark only for the services listed above as qualified, in accordance with Commission Implementing Regulation (EU) 2015/806. Next to the trust mark, we provide a link to our entry in the national Trusted List, where the current status of each service can be checked here.

Our qualified services are audited at least every 24 months by QSCert, accredited under ETSI EN 319 403-1. The last conformity assessment was completed on 12.12.2025. Supervision is exercised by the Romanian supervisory body under Law no. 214/2024 and Order no. 102/2026.
